Municipal strategy
According to Section 37 of the Local Government Act, a municipality must have a municipal strategy in which the council decides on the long-term objectives of the municipality’s operations and finances.
The municipal strategy should take into account:
- promoting the well-being of the municipality’s residents
- organisation and delivery of services
- the service objectives laid down in the laws governing municipal functions
- ownership policy
- staff policy
- opportunities for participation and influence of the municipality’s residents
- developing the living environment and the vitality of the area.
The municipal strategy must be based on an assessment of the current situation of the municipality and future changes in the operating environment and their impact on the performance of the municipality’s tasks. The municipal strategy should also define the evaluation and monitoring of its implementation. Article 110 provides that the municipal strategy shall be taken into account in the preparation of the municipal budget and plan. The municipal strategy shall be reviewed at least once during the term of office of the council.
Administrative regulations
The administrative regulations lay down the necessary provisions for the organization of the administration and activities, the decision-making and administrative procedure and the functioning of the council. By means of the administrative regulations, the council delegates its decision-making powers to the other bodies of the city, to persons in a position of trust and to officials. At the same time, the council may authorize an authority to subdelegate powers.
