Citizens’ initiative

Kuntalaisaloite.fi online service allows you to submit municipal initiatives to participating municipalities and to support and follow initiatives submitted by others. Kuntalaisaloite.fi is a service provided by the Ministry of Justice and is safe and free to use.

The Local Government Act guarantees the right of citizens to take the initiative in matters concerning the municipality’s activities. The initiator is informed of the action taken on the initiative. If the initiative is taken by at least two per cent of the municipality’s residents, the matter must be taken up within six months of the date on which the matter was raised. The user of the service also has the right to take initiatives concerning the municipal service in question.

In addition, four per cent of residents aged 15 or over in a municipality may submit an initiative to the municipality to organise a municipal referendum.
