Payment of refunds

Where can I see what subsidies have been granted/payable to me?
Go to the Vipu service for transactions. You will see the payment dates on the screen, preceded by a black triangle. Click on the triangle to see in more detail which grants have been paid and how much they were paid on that day. Please note that you are in the right year. You can see the individual grants and payments by year of application on the grants page.

When and what subsidies will be paid next?
The Food Authority publishes an annual estimate of the payment schedule. It has generally been pretty accurate.

My account number/phone number/email changed. How do I report it?
You can change your details at any time in the farm details section of Vipu. But if you need to delete or add participants on your farm, you must do so in writing using form 101D.

Contingency

When can I declare the vegetation cover?
The autumn declaration is used to declare the plant coverage of the conditionality and eco-payment, the promotion of the circular economy of the environmental premium and the use of plant protection products on organic farms. The autumn declaration for 2024 should wait until after the turn of the year.

What is the unproductive sector?
The term ‘unproductive sector’ has replaced the old ecological sector. So in Finnish = forced harvesting. The requirement applies to Southwest Finland and the minimum area of unproductive area must be 4% on farms of more than 10 ha. In the coming years the unproductive area must be set-aside.
The war in Ukraine will cause an exception in 2024. Fallow crops, nitrogen crops and catch crops can be declared as non-productive area in 2024.

Does a winter-killed autumn cereal meet the crop rotation requirement?
Winter-killed autumn cereals are only included in the crop rotation if they are declared as catch crops in the year of sowing, in which case they are a crop rotation crop for the year after wintering.
Winter wheat areas that have not retained sufficient vegetation may be declared as winter wheat or sown and declared as spring wheat. Spring wheat and winter wheat are counted as different crops.
For example, spring wheat is followed by spring wheat sown and reported as an intercrop. The winter chokes the strawberries so that the spring wheat replaces the spring wheat in the spring. The result is that the crop has been replaced because the winter wheat has been declared as a catch crop. Of course, in both years the staple crop is spring wheat.

Accumulation of permanent grassland on organic farms?
The permanent grassland count has been running since 2015, also on organic parcels. However, organic farms have been eligible for the greening aid during the last programming period without having to comply with the conditions of the greening aid. There is no such exemption under the conditionality, so now organic farms are also subject to the requirement to maintain permanent grassland.

How much manure can be spread on the field in autumn?
From the beginning of September, the maximum amount of dissolved nitrogen in manure spreading is 35 kg/ha. The total amount will count towards the next year’s crop fertilisation.

Direct subsidies

Can I sow a pea as a basal crop and receive a special premium?
Yes, you can.

Can I use a root crop on peas? The special premium requires a clean crop.
In order to qualify for the special premium, field pea must have less than 10% of a root crop.

Environmental compensation

Measure to be selected per farm Biodiversity strips: how do I declare the measure blocks in Vipu?
The blocks are indicated in the aid selection window. When you select Biodiversity strips as a farm-specific measure in the environmental payment, Vipu will display the following options for selection parcels for which it is possible to declare a diversity band for the plant and water body. There is therefore no separate map layer for these, although this was sometimes mentioned in the training.

How long must a tractor or implement with drive automation be in use on the farm?

The machine does not have to be owned, management e.g. through leasing management is ok. And joint leasing is fine too.

What kind of drive automation should be used?
The drive automation system must maintain the driving line without the driver. The driver can turn the machine at the end point, but the automatic system will maintain the correct driving line elsewhere without the driver’s intervention.

How do I know which new plant to rent in 2023 to implement the crop rotation?
Go to the new plot on the “big map”. In the bottom right corner is the i button as a tool. Hover your mouse over it and you will be taken to the crop plot history. Then click on the point on the map where you want to see the plot history. And if that doesn’t work, ask the municipality.

Can a lease be transferred from the transferor to the transferee without the consent of the landowner?
No, unless the original lease expressly provides for the transfer.

We will have new leasehold land. How do I declare the parcels so that I can get subsidies?
There are no payment entitlements, so there is nothing to transfer. A written lease is still more than recommended. Attach the parcels to your farm ID in the spring for the main subsidy application. And that’s it!

We will have new leasehold land. How do I know the wasteland status of the parcels?
You can find out the status of the basic parcels in the register by consulting the map layers of the Vipu service. Go to the map for a particular parcel. In the left sidebar, select the grid level for wasteland. You will then see the register information for all parcels in different colours.
